Porsche tailgates cyclist on rough road…

This driver scared and startled - I sensed it was close and the driver blew his horn so he could speed ahead. The road is rough but heavily traveled by cyclists. The vehicle had a California plate on the rear - but none was visible in the front. California Vehicle Code Section 5200 requires vehicles to have two plates one in the front and one in the rear. About a $200.00 USD fine. Reporting to Highway Patrol and local police.
