3ft clearance and not an inch more

The first 2 vehicles moved over safely while passing. The 3rd vehicle (Buick Lacrosse, IN plate #C317AS) hardly made any effort to move over. Probably still obeying legal requirement of 3ft and not an inch more (!!!), even thou traffic conditions allowed increasing clearance to improve safety.
