Blue Hyundai California plate 8WCC069 has plenty of room to pass safely but passes too close and too fast instead

Way less than 3 feet and they had plenty of space to pass at a safe distance. We had red flashing lights and an orange safety flag among other visibility measures, but I think this driver saw my child with me and still drove like this. Absolutely malicious and negligent. If the driver of this car harms someone by habitually driving like this, I hope the people they harm find this video so that some justice can be served.
