E-bike rider behaving badly – overtaking at speed at a dangerous spot, riding one hand

E-bike riders are causing significant concern and the behaviour in this video shows why. This rider overtook me at speed at a restricted point on a path. You can't see it in the video but he was also riding with a drink in one hand. Unfortunately, my rear camera was not working and did not capture his approach.
