Paperwork Cannot Wait

Lady pulled into main rad across both lanes like I did not exist (wide angle camera does not show how close it actually was but my brakes briefly locked up to avoid crash). When I caught up with driver at red light she pretended not to understand and continued filling out some paperwork while at the light.
