Reckless Endangerment with Tow-Motor

While Riding my Bicycle along the shoulder of West College Avenue York PA 17408 across from Woodberry Farm a tow-motor operator, without warning, perpetrated this act of aggression and intimidation. It was reckless, dangerous, premeditated, and criminal. After the incident, when I turned back to look at the tow-motor operator, he was laughing about what he had just done. Needless to say, I brought the video to the attention of the local police department.
