Suspicious right turn from left turn lane

A driver appears to be waiting to make a left turn at the intersection. The lights turn green but the driver does not proceed, and instead remains stopped. Just as a cyclist is about to enter the intersection, the driver suddenly makes a right turn into the path of the cyclist, nearly causing a collision. There was no interaction between the driver and cyclist prior to the incident. The vehicle was missing a front license plate, which is required by CA, making the involved driver and vehicle difficult to identify. Discoloration on the front bumper suggests that a license plate used to be installed but was later removed.
