The driver of the truck was most likely impaired as he completely missed the cue of the green light. When making the turn went wide and drove over the fog line (right side of the road), then kind of "bounced" between the lines. Further down, he hit the brakes (unnecessarily) at the open RR crossing and further yet, in the wide sweeping turn.
