I’ll Just Make a U-Turn Right Here

The driver of a SUV decided to block an intersection and stop a school bus to he could make a U-Turn in a neighborhood. There was no hazard to me, but an example of a bad decision; he could have gone less than a 1/4 up the road to the traffic circle to reverse direction without bother to anyone else.
